Keystone Opportunity Zones
The Juniata County Industrial Park includes 60 acres that are designated as a Keystone Opportunity Zones (KOZ) by the Juniata County School District, Fermanagh Township Supervisors, The Juniata County Commissioners and the Commonwealth of Pennsylvania. The KOZ is a tax incentive program. Businesses purchasing land and locating in a KOZ can have many taxes waived during the KOZ period. The 60 acre expansion area has KOZ benefits available until the end of 2028. Thirteen lots consisting of 29 acres will be developed in 2022.

What Is a Keystone Opportunity Zone (KOZ)?

The Juniata Business and Industry Park features a 60-acre Keystone Opportunity Zone (KOZ), offering significant tax incentives for eligible businesses through December 31, 2028.

Eligible Tax Exemptions

Businesses located within our KOZ may qualify for exemptions on:

  • ✔️ Pennsylvania Corporate Net Income Tax
  • ✔️ Capital Stock & Franchise Tax
  • ✔️ Sales & Use Tax (on purchases made within the KOZ)
  • ✔️ Local Property Tax
  • ✔️ Local Earned Income Tax

Additional Incentives

  • Job Creation Tax Credits – Up to $1,250 per new full-time job created
  • Streamlined Permitting and regulatory support
  • Access to low-interest loans and grants (subject to availability)
  • Workforce development partnerships and training programs

Who Is Eligible?

Most businesses are eligible, including manufacturers, logistics companies, service providers, and more. Eligibility is subject to Pennsylvania DCED guidelines.

Note: Applicants must remain in tax compliance and may need to meet minimum investment or job creation thresholds depending on lot and project scope.

How to Apply

  1. Contact JBI to discuss KOZ-eligible lots and availability.
  2. Complete an application with the PA Department of Community & Economic Development (DCED).
  3. Maintain annual compliance with local and state reporting requirements.
